Indeed in India power distance is high, it means that people cares about the status.  That commercial appeals to the desire of recognation. If a little girl buys or eats Oreos then she feels older, more confident...

About behaviours:
At the end the father embrace and carries his daughter while he remains colder in the french commercial.

Moreover in that commercial there is a lot of non-verbal language, unspoken communication.
The father does not speak that much, his eyes says much! Indeed in high context cultures (such as Arab or Asian countries,), communication relies a lot on the underlying unspoken context, which is as important as the word used.

Specific things:  There is a little song all the commercial long. It appeals to the tradition of India, music and arts are very important in their customs.
